ETBCA is a 501(c)3 not for profit organization. It was incorporated in 1989 as the 34th Street Business and Community Development Alliance. In January of 2000, the organization merged with the Belmont/Jackson Heights Civic Association under its present name.

The goals of the ETBCA are directed toward accomplishing excellence in the following areas:

Health and education
Recreation, cultural facilities and programs
The target area served by the East Tampa Business and Civic Association, Inc.
North: Hillsborough Avenue
South: Interstate 4
East: 40th Street
West: 15th Street
Galloway Heights bordered by Hillsborough Avenue 47th Street, Osborne and 40th Street, extends the eastern boundary.
